Toll rises to 28 in Mexico bar fire attack

Gunmen burst into a Mexican strip club in a hail of bullets and killed at least 28 people as they trapped revelers inside and started a raging fire, officials said Wednesday.

Many of the dead were dancers who worked there, according to managers.

President Andres Manuel Lopez Obrador condemned the "shameful" attack in the city of Coatzacoalcos, and said federal authorities would investigate evidence it may have stemmed from collusion between local authorities and organized crime.

The Tuesday night attack, which also left nine people badly wounded, is the latest to rock the state of Veracruz, a flashpoint in turf wars between Mexico's rival drug cartels and a hotbed of political corruption.

Survivors said gunmen sprayed bullets when they descended on the bar, the Caballo Blanco (White Horse), then blocked the exits and set the club alight.

Because of the loud reggaeton music pounding inside, many patrons and dancers did not notice the attack until the bar was in flames, they said.

Authorities said many of the victims died of smoke inhalation. It was not immediately clear whether some died of gunshot wounds.

"They arrived in several vehicles, with rifles and pistols. They threatened the security guards at the door and took control of the entrance," one survivor told an AFP reporter, speaking on condition of anonymity, as frantic relatives gathered at the bar looking for their loved ones.

Veracruz Governor Cuitlahuac Garcia tweeted that authorities had identified one of the attackers as Ricardo "N" -- Mexican law bars the release of suspects' full names -- adding that he was a repeat offender known as "La Loca" ("The Crazy One").

The suspect was previously arrested last month, but was released by state prosecutors within 48 hours, Garcia said.

President Lopez Obrador said federal authorities would investigate why.

"There's a problem there that needs to be investigated regarding the actions of the Veracruz prosecutor's office," said Lopez Obrador, a leftist elected last year on an anti-corruption platform.

"There are two things going on here: one is this shameful act by organized crime, the most inhuman thing possible; the other, which is also reprehensible, is a possible conspiracy with the authorities," he told a news conference.

The Veracruz prosecutor's office denied wrongdoing, and said in a statement it was in fact the federal prosecutor's office that released Ricardo "N."

- Attackers blocked emergency exits -

Veracruz is one of the most violent states in the country.

Its location on the Gulf of Mexico makes it a strategic route for drug cartels and for human traffickers bringing undocumented migrants to the United States.

Coatzacoalcos, a port city of 235,000 people, has been among those hardest hit by the resulting violence.

The governor told reporters the group that attacked the White Horse was vying for control of the drug trade there.

The interior of the bar was left wrecked and charred. The naked body of a woman who had been mid-routine was sprawled on the dance floor next to the striptease poles.

Ten of the club's 25 dancers were killed, managers said.

"My niece starting dancing here a few months ago. She was a single mom, and she wanted to give her daughter a better life and go back to school," said Maria Vazquez, whose 22-year-old niece Sugedy was among the dead.

Local media reported two sailors from the Philippines were also killed. The Philippine embassy in Mexico City said it was investigating the report.

- Hit squads, corruption -

Mexico, the chief supplier of narcotics to the United States, has been hit by a wave of violence since declaring war on drugs and deploying the army to fight its powerful cartels in 2006.

Since then, more than 250,000 people have been murdered, including a record 33,753 last year.

The situation in Veracruz has been particularly grim. Jailed ex-governor Javier Duarte (2010-2016) is accused of presiding over a rash of corruption and human rights abuses.

Two former state police chiefs and a string of ex-officials have been charged with running hit squads that abducted and presumably killed unwanted individuals during Duarte's administration.

Ultra Lotto jackpot to hit P121-M

MANILA, Philippines — The jackpot for the Ultra Lotto 6/58 draw on Sunday is expected to hit P121 million, the highest since lotto operations resumed after they were briefly suspended due to alleged corruption.

The Philippine Charity Sweepstakes Office (PCSO) said the P116,787,093.60 jackpot last Friday is expected to increase by more than four million after no one correctly guessed the six-digit winning combination of 42-22-16-56-43-19.

Eight bettors won a consolation prize of P151,560 after correctly guessing five of the six winning numbers.

President Duterte ordered the suspension of all PCSO gaming operations last July 26 following allegations of massive corruption.

The suspension on lotto operations was lifted three days later.

Malacañang earlier this week also lifted the suspension of the small-town lottery games, although operators will only be allowed to resume their business if they meet the conditions set by the PCSO.

DILG backs DOJ: No early release for Sanchez

The Department of the Interior and Local Government (DILG) on Saturday said it supports the Department of Justice's (DOJ) decision that former Calauan, Laguna mayor Antonio Sanchez is ineligible to avail of Good Conduct Time Allowance (GCTA) as he was "categorically excluded" from benefits provided under the law.

The DOJ made the clarification following reports that the ex-mayor, who was jailed for the rape and murder of college student Eileen Sarmenta and the murder of Sarmenta's friend Allan Gomez in 1993, would soon walk out of prison as one of the thousands to benefit under the retroactive application of Republic Act No. 10592 or the GCTA Law.

"We support DOJ's stand on the issue as the law is categorical in excluding recidivists, habitual delinquents, escapees, and persons charged with heinous crimes from the benefits of its coverage,” DILG Secretary Eduardo Año said.

The secretary said that by that condition alone, the Sanchez "inarguably does not stand a chance of being released anytime soon."

"Sanchez committed rape and double murder. He was responsible for the death of two bright university students. Allowing him to get out early is a mockery of the law and justice system," Año said.

"Kailangan niyang panagutan hanggang sa huling minuto ang hatol sa kanya. He must serve his entire sentence. Kapag pinalaya natin ‘yan ng maaga, we would have punctured a hole in our own justice system," he added.

The Interior secretary explained that the  GCTA Law "bans the convicted rapist and murderer from being released early as the stipulations of the same law prohibits his early release."

"He cannot be released on the basis of GCTA. On the contrary, ang GCTA po mismo ang nagbabawal na palayain ang mga kriminal na tulad niya," Año explained.

The DILG supervises the Bureau of Jail Management and Penology (BJMP), which oversees city, district, and municipal jails across the country.

Gretchen Diez urges Duterte to back SOGIE bill

Transgender woman Gretchen Diez on Friday called on President Rodrigo Duterte to urge Congress to pass the Sexual Orientation and Gender Identity and Expression (SOGIE) Equality Bill.

"It is a very big step that he signed the Bawal Ang Bastos law, and it's very admirable of him. And it just shows how much he loves the LGBTQ+ community," Diaz said in a press conference.

"So, Mr. President, naumpisahan na po natin. Sana ituloy-tuloy na po natin na ipasa ang SOGIE equality bill."

Diez had earlier filed a complaint against the management of Cubao a mall, where she was not only prevented from using a female comfort room, but ended up in handcuffs at the Quezon City Police Department (QCPD) Station 7.

In her complaint, Diez accused the mall's management of "discriminatory acts" which were clear violations of the city's Gender-fair Ordinance.

After the filing at the QC Hall, the transgender woman emphasised the need for the passage of the SOGIE Equality bill, which had failed to prosper in Congress.

"I think its about time for us to wake up. Ilan pa po bang katulad ko ang maha-harass? Ilan pa po bang katulad ko ang babastusin? Ilan pa po bang katulad ko ang made-deprive ng karapatang gumamit lamang ng simpleng palikuran?" argued Diez.

She also emphasized that all she had really wanted to do was "PEE."

"'Pee' is P-E-E. I just want to protect, educate and empower. And, hopefully, everyone would like to 'PEE,' as well because we all have our rights to protect," she added. — DVM, GMA News

Dove Cameron defends her braless selfies: 'This is being a role model'

Dove Cameron is making a statement with a series of braless selfies and a message about embracing women’s bodies.

The 23-year-old Descendants actress took to her Instagram on Tuesday to share two beautiful selfies. But the former Disney star also decided to pose without a bra — her way of making a point about feminism and the suppression of women.

“Women HAVE a history that has been systematically suppressed. Our collective spirituality has largely been tainted to fit the needs of men and those in power,” Cameron’s first caption reads, quoting author Trista Hendren. “Our girls deserve better. The time to introduce feminism and woman-centered spirituality to ALL children is now.”

Her second post then included a quote about the “feminine principle” from the author of Singing Woman: Voices of the Sacred Feminine, Elizabeth Eiler.

“In such times as these, women are able to look at themselves with new concepts of value and brilliance,” the quote reads. “However you inhabit and express being Woman, embrace yourself in that way today!”

Both posts have aggregated millions of likes, in addition to tens of thousands of reactions from people — including those from critics of the star who told her to “delete this.”

“Honey, What are you posting? You're a professional actress working with Disney, not a pinup girl,” one person wrote. Another commented, “this is nudity.”

However, Cameron wasn’t shy about responding to criticism — especially from those disputing the notion that braless photos can be inspirational.

“I agree with you in the sense that it is not that deep or groundbreaking whatsoever,” Cameron responded. “But it’s only a big deal because this society is so beyond backwards that they have demonized basic anatomy and are very ! up ! in arms ! about female bodily freedom.”

Cameron went on to point out that a lot of girls “feel confused” when it comes to their bodies and what it means to be a woman. But after sharing her posts, a number of Cameron’s fans have said that she’s the reason they’ve overcome those difficult or shameful feelings.

“This is being a role model,” Cameron responded to a critic. “This is exactly being a role model.”

One of Cameron’s biggest supporters ended up being Lili Reinhart’s mom, Amy Reinhart, who seemed to best put the post into perspective.

“So Dove showed that she had nipples today. Did people think she didn’t have any?” Amy captioned the post on her private Instagram account. “Mass shootings are horrible. These are just boobs.”

Palace: Boracay pooping incident offensive

Editor’s Note: This article tackles subject matter that young and some sensitive readers may find unsettling. Microsoft News advises reading this story with caution and proper guidance.

Malacañang on Thursday asked tourists to follow rules as it slammed the action of a foreign tourist who allegedly let her child defecate near the shoreline of world-famous Boracay island.

Presidential spokesperson Salvador Panelo said they would advise foreigners to comply with local rules and regulations in light of the incident.

On Tuesday, a video of a tourist washing the buttocks of a child by the beach went viral. Their companion was seen burying what was believed to be the kid's soiled underwear.

This prompted the government to close a portion of Boracay’s shoreline for a cleanup.

“It’s offensive to the sight. It’s not a good scene,” Panelo said at a news conference.

“They have to follow rules and that obviously is a violation, so they will be subject to administrative or rather suits,” he added, referring to the foreign tourists concerned.

Panelo also called for the deployment of portable toilets to service tourists in the island.

“Parang wala ka ring puntahan kung nandoon ka sa beach. Kailangan siguro mayroong mga portable restroom there, kailangan din tulungan din natin iyong mga turista natin,” he said.

The Boracay Inter-Agency Rehabilitation Management Group has appealed to the public to cooperate in maintaining the cleanliness of the island, which was closed to tourists for six months last year to give way to rehabilitation works after President Rodrigo Duterte called it a "cesspool." — RSJ, GMA News

Passenger slaps and insults Grab driver for taking a different route

- Alvin Nicolas, a Grab driver was repeatedly slapped and insulted by one of his passengers

- According to Nicolas, he did not take the EDSA route and everything went bad.

Netizen Rebie G. Lagutin went on Facebook and posted videos of his friend Alvin Nicolas, a Grab driver getting slapped and insulted by one of his passengers.

The video shows Nicolas, who is seated in his car, getting insulted by a middle-aged woman while being repeatedly slapped on his arm.

The woman appeared very angry while Nicolas kept calm. The woman then took photos of Nicolas’ car plate number and proceeded to catch another ride.

Dailypedia was able to get answers from the driver himself.

Nicolas said that he has two kids and a wife. Being a Grab driver is the only income that his family can rely on, making an average of Php 15,000 a month.

“Eto lng po kinabubuhay namin,” said the Grab driver.

Nicolas picked up two passengers from Shaw Boulevard, one sat at the back and another sat beside him. The passengers told him that the destination would be Rockwell.

The passenger that was seated in the back wanted Nicolas to pass through EDSA and so he obliged, but eventually switched lanes because EDSA was experiencing heavy traffic.

Nicolas as a driver, decided that it would be best to take a different route and just take the JP Rizal route, because traffic there was better and it was closer to Rockwell.

As he made his way through JP Rizal, the middle-aged passenger at the back started getting aggressive and hitting him.

Nicolas realized that the situation was not getting any better so he pulled up at a gas station. Nicolas asked both passengers to leave his car and so they did, but the woman wouldn’t stop assaulting him.

“Nung nasa j.p rizal na kmi nagwala na cya at pinaghahampas na niya ko kaya napilitan ako mg pull over sa gas station.. at bumaba ng sasakyan para lumayo skanya gawa mg agresibo cya masyado.”

He even got out of his car for a short amount of time to get away from the aggressive passenger. The woman was angry because Nicolas did not take the route that she wanted.

“Dahil lang po yan sa hindi nasunod yung gusto niya daan. Yun lng oo kinagalit niya eh yung hindi po namin pag daan ng edsa.”

The woman reported Nicolas to Grab and to the Barangay.

On August 3, Grab suspended Nicolas because the woman said she would be filing charges of cyberbullying against him.

“Sinuspinde napo ako ni grab.. preventive suspended daw dahil nagsama na ng kaso yung babae pasahero ko. Nagsampa, cyber bullying po.”

The woman also wants Nicolas to upload an apology video.

“Ang gusto daw po ng babae eh mag gawa ako ng video public appology daw po.. pero tinanong ko c grab kung gagawin ko ba video may ageement naba sila ng babae na un na di na siya magsasampa ng kaso.. sagot ni grab wala pa daw sa ngayon. Yun po ang sabi nila nilalakad nadaw po nung babae yung kaso.. pero sa ngayon wala pa po legal na naisampa yung babae..”

If further legal actions proceed, then Grab would permanently ban Nicolas from the company.

“Nabaliktad nadaw po ang kaso ngayon.. at pag legal napo naisampa yung kaso eh tuluyan na daw po nila ako ibaban at dina makakapagmaneho kay grab.”

He mentioned that he was scared when he heard this.

Watch video here.

On August 5, the woman said that she doesn’t want the apology video anymore and will proceed to file charges. Grab told Nicolas to file libel or public scandal charges against her, too. Nicolas’ suspension has been lifted.

“Bale wala po talaga ko idea kung papasok pa po cya sa physical injury kasi nga po wala ako mediko legal.Kasi nga wala nmn ako balak magsampa ng kaso nung una palang kaso nagsampa siya ng kaso eh magsasampa nlng din ako yun nlng din ang nakikita option ni grab. Baka pede din cya libel o public scandal.

“On August 6, the woman said that Nicolas should just make the apology video and that they would settle everything in a barangay. The date of the meeting will be given by the woman.

“Kasi nag bago nnmn daw isip nung babae gusto na daw niya ulit yung video at mag sorry nlng daw skanya.. at mag seset cya ng date para magkita kami sa barrangay hall ulit para gumawa ulit ng panibago kasunduan.”

Jeffrey Epstein, accused sex trafficker, dies: Officials

Warning: Readers may find some of the detailed descriptions in the content of this article disturbing.

Jeffrey Epstein, the disgraced millionaire who was facing federal sex trafficking charges, died by suicide Friday night in his Lower Manhattan jail cell, three law enforcement officials told ABC News.

The exact timing and circumstances were not immediately clear.

Epstein, 66, was set to stand trial next year for allegedly sexually abusing dozens of minor girls in New York and Florida.

His death came less than three weeks after he was found unresponsive in his cell at Metropolitan Correctional Center in Lower Manhattan, with marks on his neck that appeared to be self-inflicted, sources told ABC News.

He had been on suicide watch since the July 23 incident.

Epstein was arrested on July 6 for alleged sex trafficking of minor girls at his Upper East Side mansion and his home in Palm Beach, Florida. Some of the charges date back to the early 2000s.

Epstein, 66, pleaded not guilty to the charges. He faced up to 45 years in prison if convicted.

His alleged crimes were thrown back into the spotlight amid renewed scrutiny of the plea deal Epstein reached with the U.S. Attorney’s Office in Miami in 2007, led by then-U.S. Attorney Alexander Acosta. A non-prosecution agreement allowed Epstein, a hedge-fund manager, to plead guilty to two state charges and avoid federal charges for an allegedly broad pattern of similar sexual misconduct. He would serve just 13 months of an 18-month sentence in county jail in Florida.

The victims in that case were not made aware of the negotiations for nearly a year after the agreement was signed, according to their attorney.

The deal is currently under review by the Justice Department’s Office of Professional Responsibility. Acosta was serving as President Trump's Labor Secretary amid the controversy over his role in the deal. He later resigned from that position.

Teen yields P1.8-M worth of shabu in Bacolod

BACOLOD CITY – Joint operatives of Police Station 7 here and the Regional Drug Enforcement Unit (RDEU)-6 seized about 200 grams of suspected shabu worth P1.8 million in a buy-bust at Brgy. Vista Alegre here Thursday night.

A police officer conducts inventory on the P1.8 million worth of illegal drugs recovered from an 18-year-old native of Lanao del Sur in a drug bust at Brgy. Vista Alegre, Bacolod City Thursday. (Police Station 7 Photo)

Maj. Sherlock Gabana, head of Police Station 7, identified the subject as Khalid Diacat, 18, a native of Lanao del Sur, but is also residing at Barangay 30 here.

Gabana said the transaction happened around 8:30 p.m. at a residential village.

Police recovered from Diacat eight sachets of suspected shabu, and the P500 marked money.

Gabana said they placed Diacat under surveillance for three days before they conducted the operation.

“We have yet to check if he has a family or relatives here because he would usually go in and out of the city,” Gabana said.

Police considered Diacat as a high-value target because of the huge recovery of illegal drugs from him, the station commander said.

Gabana said the suspect distributes his items within the city.

The suspect will be charged for sale and illegal possession of dangerous drugs, Gabana said.

Meanwhile, Diacat, who refused a media interview, is detained at the said police station.

Marcoses, cronies win P102-B court case

More than 30 years since its filing, a civil forfeiture case that demands P102 billion in moral and exemplary damages from the Marcos family and their cronies was junked by the anti-graft court Sandiganbayan due to insufficiency of evidence.

“Plaintiff (Philippine government) miserably failed to adduce evidence to hold defendants Ferdinand E. Marcos and Imelda R. Marcos liable under any of the causes of action set out in the amended complaint,” the court’s Second Division said in its 67-page decision promulgated on Aug. 5.

“It saddens the Court that it took more than 30 years before this case is submitted for decision and yet, the prosecution failed to present sufficient evidence to sustain any of the causes of action against the remaining defendants,” it added.

The ruling was penned by Associate Justice Lorifel Pahimna, with the concurrence of Associate Justices Oscar Herrera Jr. and Michael Frederick Musngi.

Aside from the Marcos couple, also cleared of the forfeiture case were 11 of their supposed cronies, namely Jose Tengco Jr., Placido Mapa Jr., Rafael Sison, Don Ferry, Ramon Monzon, Generosa Olazo, Cynthia Cheong, Ma. Luisa Nograles, Leopoldo Vergara, Jose Africa and Rodolfo Arambulo.

Filed by the Presidential Commission on Good Government (PCGG) on July 31, 1987, the forfeiture case stemmed from the alleged grant of excessive loans to several firms, particularly the shipping companies owned by the late ambassador to Japan, Roberto Benedicto, during the late dictator Ferdinand Marcos’ martial law regime.

The PCGG alleged that Benedicto’s companies and dummies secured unlawful deals from the state such as disadvantageous loans from Development Bank of the Philippines (DBP), exemption from paying taxes and condonation of his multimillion-peso corporate debts.

The civil complaint further states that Benedicto unjustly enriched himself and the Marcoses with funds meant for the improvement of facilities of state broadcast networks International Broadcasting Corp. (IBC-13), Radio Philippine Network Inc. (RPN-9) and Banahaw Broadcasting Corp. (BBC-2).

The PCGG, however, did not specify in its complaint the total amount of public funds it seeks to recover or to be forfeited from Benedicto and the Marcoses, but asks for at least P102 billion in moral and exemplary damages as well as actual, temperate and nominal damages in sums left at the discretion of the court.

Benedicto died on May 15, 2000, but his estate continued representing him in court.

In a ruling promulgated in November last year, however, the Second Division dropped Benedicto’s estate in the forfeiture case, citing the finality of judgement by the Supreme Court upholding the validity of a compromise agreement that the PCGG entered with Benedicto on Nov. 3, 1990.

Benedicto also agreed to the government’s takeover of his rights over IBC-13 and several provincial radio stations amounting to P3.074 billion, as well as his three parcels of land in Bataan in the name of Piedras Petroleum Corp., with a combined value of P70.016 million.

The Marcos couple, as well as several officials of DBP and the Benedicto-owend shipping companies – Molave Bulk Carriers Inc., Aklan Bulk Carriers, Fuga Bulk Carriers, Coron Bulk Carriers and Ecija Bulk Carriers Inc. – remained as defendants in the forfeiture case.

In dismissing the case against the remaining defendants, the Second Division said the PCGG failed to present any relevant documentary evidence to hold the Marcoses and their cronies accountable.

The Second Division said the prosecution even failed to present their key witnesses during the trial to authenticate their affidavits.

Ohio shooting: nine dead in second US mass killing in 24 hours

Dayton incident comes hours after at least 20 people died in a mass shooting in El Paso, Texas

Nine people have been killed in Ohio and at least 26 injured in the second mass shooting in the US in less than 24 hours.

Police said the suspect opened fire in the Oregon district of the city of Dayton at 1am (6am BST) on Sunday, before being shot and killed by responding officers.

At a news conference on Sunday afternoon the Dayton police deputy chief, Matt Carper, named the lone gunman as 24-year-old Connor Betts. Carper listed the names of the victims, which included the gunman’s younger sister, 22-year-old Megan Betts.

The victims ranged in age from 22 to 57 and all were killed in the same vicinity.

Authorities were expected to provide further details on the shooting later on Sunday afternoon.

The mayor of Dayton, Nan Whaley, said the gunman was wearing body armour. He used a 223-calibre rifle magazine and had additional high-capacity magazines with him.

Whaley said the injured had been taken to a number of hospitals and that some had life-threatening wounds.

She added uniformed officers were in the area when the suspect started shooting. “In less than one minute, Dayton first responders neutralised the shooter. While this is a terribly sad day for our city, I am amazed by the quick response of Dayton police. They saved literally hundreds of lives.”

She said: “As a mayor this is a day that we all dread happening and certainly what’s very sad is … that so many of us have gone through it.”

Video from the scene near downtown Dayton showed a number of emergency vehicles on a street that had been cordoned off. The FBI was assisting with the investigation and a family assistance centre had been set up at the Dayton Convention Center. Carper called on those with information about the incident to contact police.

The Oregon district is a historic neighbourhood near downtown Dayton, home to bars, restaurants and theatres. Carper said officers routinely patrolled the area, which was popular with visitors, and described it as “a safe part of downtown”.

“We are very fortunate that the officers were in close proximity and that they reacted in the way that they did,” Carper said at an earlier news conference. “As bad as this is, it could have been much, much worse as I think everyone will become aware of here as more information unfolds. So we’re very appreciative of the officers who were on scene and the action that they took.

“This is obviously a very difficult situation. They put themselves in harm’s way. That’s what they are here for – to protect the public – and that’s what they did tonight.”

The official later read out the names of each victim, one by one. He listed: Lois Oglesby a 27-year-old woman, Saeed Saleh, a 38-year-old man, Derrick R Fudge, a 57-year-old man, Logan Turner, a 30-year-old man, Nicholas Cumer, a 25-year-old man, Thomas McNichols, a 25-year-old man, Beatrice Warren-Curtis, a 36-year-old woman, and Monica Brickhouse, a 39-year-old woman, along side Megan Betts, the shooter’s sister as those killed during the attack.

The Ohio shooting came hours after a young man allegedly opened fire in a crowded shopping area in El Paso, Texas, leaving 20 dead and more than two dozen injured.

Days before, on 28 July, a 19-year-old shot and killed three people, including two children, at the Gilroy garlic festival in northern California.

The shooting in Ohio marked the 31st deadly mass shooting in America this year, defined as those where at least three people are killed by gun violence in a single episode.

Mike DeWine, the Ohio governor, tweeted that he was heartbroken by the attack. He commended Dayton police and other first responders for “their bravery and quick response to save lives and bring an end to this tragedy”.

“I have ordered that flags in Ohio remain at half-mast in honour and memory of the victims who lost their lives this morning,” he said.

Nikita Papillon, 23, was across the street at Newcom’s Tavern when the shooting started. She said she had seen a girl she had talked to earlier lying outside Ned Peppers Bar, near where the shooting took place.

“She had told me she liked my outfit and thought I was cute, and I told her I liked her outfit and I thought she was cute,” Papillon said. She had been to Ned Peppers the night before, describing it as the kind of place “where you don’t have to worry about someone shooting up the place”.

“People my age, we don’t think something like this is going to happen,” she said. “And when it happens, words can’t describe it.”

Tianycia Leonard, 28, was in the back, smoking, at Newcom’s. She heard “loud thumps” that she initially thought was someone pounding on a dumpster.

“It was so noisy, but then you could tell it was gunshots and there was a lot of rounds,” Leonard said.

Donald Trump was briefed on the shooting and praised law enforcement’s speedy response in a tweet on Sunday.

EL PASO WALMART SHOOTING (AUGUST 3, 2019) | EL PASO SHOOTING RAW VIDEOS 2019

Multiple people are dead and three people are in custody after a shooting Saturday morning at an El Paso, Texas Walmart, according to authorities.

"We're searching multiple scenes, but primarily the Walmart," said Sgt. Enrique Carrillo of the El Paso Police Department, pointing to a nearby mall as another area of focus. "There is not an imminent threat. There is no active shooter currently."

Mayor Dee Margo told CNN three people are in custody, but he did not give a number of victims.

"This is a tragedy we would have never ever thought would happen in El Paso," he said.

The police department tweeted to stay away from the Cielo Vista Mall area. The police also said people should avoid the area from Airway Boulevard to Hawkins Boulevard to north of Interstate 10, near the Walmart.

Multiple videos on social media posted by shoppers have shown people fleeing the nearby mall.

Police reported via radio around midday that they had a suspect in custody.

The first alert from police came at 11:03 a.m. Mountain Time.

A family who was near Walmart during the shooting fled to a nearby Landry’s Seafood, hostess Sofia Cervantes told USA TODAY.

“They are in shock right now,” Cervantes said. “They were barely able to talk to us.”

Cervantes said the restaurant is on lockdown.

The shooting comes just days after two people were shot and killed in a Walmart store in Southhaven, Mississippi, south of Memphis, and the same week three people were killed at a shooting at the Gilroy Garlic Festival in California.

This is a developing story.

Grab driver facing complaint for allegedly lifting skirt of passenger

A female passenger has filed a formal complaint against a driver of ride-hailing firm Grab who allegedly tried to lift her skirt while she took a nap at the back of the car on her way home.

"My skirt is below the knee and even if I was asleep, of course I can feel if someone was tugging at my skirt. I rode in the back so why did he even try to touch my skirt? I felt his finger under the skirt as if he was about to peek and that was when I sat up, surprised," read the tweet of the victim as seen in Athena Imperial's report on GMA News TV's State of the Nation with Jessica Soho.

"I acted like nothing happened. The guy tried to talk to me but I tried to speak calmly coz I was really sick & any movement made me puke. I was still registering in my head "Did that happen?" but I know it did coz his hands were supposed to be on the steering wheel, not my skirt," she said in another post.

The passenger took to Twitter to air her grievance after Grab reportedly did not respond immediately to her complaint.

And when it, the Grab employee who spoke with the passenger's father even asked if she really experienced the incident and inquired why she did not report it sooner.

"I spent over 500 pesos to feel safe and unbothered going home & this guy does this to me," read a portion of the passenger's tweet.

In its response, Grab said that "corrective actions will be made regarding this and the driver may face termination from our platform."

The firm apologized for its late response and for the "inconvenience" and "trauma" the incident caused on the passenger.

Grab drivers interviewed by GMA News appealed to the public not to believe that all of them are bad.

"Isang bulok na kamatis kapag nahalo sa iba, bulok na rin lahat. Huwag naman po sanang isiping lahat kami ganon," Glen Barias said.

"Sana ho huwag kayong madala.  Hindi po lahat ganon," Jeneil Ho, added.

MAYOR INFECTS PARTNER WITH STD

A town mayor in Laguna is facing criminal and administrative complaints before the Office of the Ombudsman for allegedly infecting his partner with sexually transmitted diseases (STDs).

Cavinti Mayor Milbert Oliveros is facing complaints for violation of Republic Act 9262 or the Anti-Violence Against Women and their Children Act as well as immoral conduct under the Revised Rules on Administrative Cases in the Civil Service.

The woman claimed Oliveros infected her with various STDs, such as chlamydia, gonorrhea and herpes. She attached test results which showed that that the mayor tested positive for the same type of STDs.

The complainant said she learned she was infected when she underwent tests during her pregnancy.

“He knowingly and maliciously spread his STDs...He has caused incurable and irreparable harm not just to me but to several other women... because of the emotional abuse I suffered... I miscarried and lost my baby,” the complaint read.

The ombudsman had earlier found the mayor guilty of disgraceful, immoral and dishonest conduct for recording and disseminating videos of his sexual intercourse with various women.

Iloilo mayor gets 16 years for graft

Mayor Rufino Palabrica of Dingle, Iloilo has been found guilty of two counts of graft and may spend up to 16 years in prison.

In a 43-page decision promulgated on July 19, the Sandiganbayan’s Special Sixth Division also ordered Palabrica’s perpetual disqualification from holding public office.

Filed by the Office of the Ombudsman in 2016, the cases stemmed from Palabrica’s award of a lease contract and business permit to a drugstore and medical clinic, which he owned, in the town’s public market in 2014.

“Signing on behalf of the lessor (municipality) and the lessee (Farmacia Francisca) in the contracts of lease... leaves the indubitable imprint of self-dealing. This is askew and foments conflict of interest,” the court ruling read.

The court found no merit on Palabrica’s defense that he was only performing his ministerial duty as a mayor.

“The occupancy of a stall at Dingle public market is but a privilege, which the mayor may or may not grant, but not a duty enjoined upon him by law or by reason of his position... Accused should have exercised utmost circumspection if not self-restraint in approving the application for a business permit for his own clinic,” the court said.

The Sandiganbayan said Palabrica had also spent more time in the clinic.

“Nine hours were spent on a regular basis in his clinic/pharmacy... By spreading himself too thin, he is doing a disservice to the electorate whom he vowed to give 100 percent effort and attention,” the court said.
