Jennifer Erin Talbot, 42, an American, was arrested for failing to produce the necessary documents for the infant when asked by officials of the Bureau of Immigration (BI).

BI supervisor on duty Allan Canonizado said Talbot was scheduled to board a Delta Airlines flight bound for Japan at 8:10 a.m. at NAIA Terminal 3.

She passed the immigration and security checks while the infant was kept inside her hand-carry luggage. She only took the baby out when she went through a body search and her luggage was scanned by x-ray.

While waiting for her flight at the lounge, an airline staff saw the exposed feet of the baby covered by her sweater, and asked for their boarding passes and passports.

Despite claiming to be the baby’s aunt, Talbot could not produce the required documents, immigration authorities were alerted and she was held for further questioning.

A notarized letter allegedly from the infant’s mother, Maricris Dulap, said the baby named Andrew was born on August 28.

The letter stated that Dulap gave her consent to Talbot to facilitate the processing of her child’s travel documents, including passport and visa.

Talbot was placed in the custody the National Bureau of Investigation pending the filing of kidnapping charges against her. The baby is under the care of the Department of Social Welfare and Development.
